Summary:
Responsible for all early care and education programming for children and their families, including Early Head Start, Head Start, and Child Care in a variety of settings; plus, an evening-care program supporting low-income parents attending college.
Manage and lead a team of experienced and highly skilled subject matter experts and center coordinators.
Responsible for building strong relationships with school districts providing collaborative pre-k programming.
Responsible for the Child and Adult Care Food Program (CACFP).
ESSENTIAL DUTIES AND
Responsibilities:
1.
Manage and lead the center-based management team, including Content Area Managers and Center Coordinators/Managers.
Provide direct supervision to Content Area Managers, Enrollment staff, and Administrative Assistant.
2.
Manage the performance of department staff members and the development of individualized staff professional development plans that build staff capacities and readiness for increased responsibilities.
Includes, and is not limited to:
a.
Design a staffing structure that supports the mission and goals of the agency and that focuses on school readiness, family engagement and community involvement.
b.
Continuously improve staff performance and development through a strong supervision, coaching and feedback process.
3.
Manage early childhood development programs and ensure they implement accepted best practices and comply with all applicable standards, including, but not limited to, Head Start Performance Standards and state licensing standards.
Includes, and is not limited to:
a.
Responsible for the overall quality, evaluation and planning of a comprehensive, multi-disciplinary child development program, which responds to the health, mental health, nutrition, social service, educational, disabilities and safety needs of children and their families.
b.
Continuously improve program quality through the use of current research, program data, and observations in discussions with teaching staff.
c.
Encourage and support family involvement in Head Start program design, evaluation, and governance.
d.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures by analyzing child data, family surveys, program assessments, and other appropriate data.
Make adjustments as necessary.
4.
Maintain and deepen key relationships with public school partners and other partners.
Formalize relationships and services through Memoranda of Agreement (MOA).

Work cooperatively and, at times, collaboratively with other members of the senior management team.

Perform and facilitate early childhood program planning and budgeting activities.
Includes, and is not limited to:
a.
Demonstrate prudent stewardship of program resources by working closely with managers and fiscal staff to build budgets and expend funds in a manner that maximizes the impact of resources and adheres to all rules and standards.

Identify Head Start program outcomes and measure and track progress toward their achievement.
8.
Produce and submit on-time annual Head Start and other funding grant applications.
9.
Oversee the Child and Adult Care Food Program (CACFP), including staff supervision and on-time submission of annual contract renewal applications.
10.
Represent the department and/or the Agency in appropriate professional associations and organizations, to funders, partners, and consumers and to community groups.
11.
Any other reasonable activity required by management/leadership.

Bachelor's degree required in Early Childhood Education, Social Work, or Human Services or significant early childhood course work with another related degree.
Five years of experience required supervising and managing Early Childhood Development programs; Head Start experience strongly preferred.
Demonstrated strong interpersonal and reflective supervision skills.
Must be able to pass background checks and have COVID-19 vaccines or an approved exemption.
